Paying a Parking Ticket

–Pay Citations Online at HERE-

The Town of Upper Marlboro Police Department issues both Town and State citations. The County Police and Parking Authority also issue citations within the Town, which are separate from the Town of Upper Marlboro. To pay a County citation online or via mail or telephone, visit the County Web site. State citations must be paid directly to the State, whether they were issued by Town, County or State police.

If you were issued a parking ticket/citation by the Town you can either request court to contest the ticket or pay it. To pay the citation:

  • Pay Online: Visit www.toum.rmcpay.com to view citation info, appeal a citation, and pay online with a credit card.
  • Pay in Person: Come to Town Hall located at 14211 School Lane Upper Marlboro, MD 20772. Office Hours 9am-5pm Monday-Friday. We accept Credit Cards, Cash, Check, or Money Orders.
  • Mail-In Payment: Make checks or money orders payable to Town of Upper Marlboro and mail to Town of Upper Marlboro P.O. Box 280 Upper Marlboro MD 20773

To Request Court: If you have received a Town of Upper Marlboro citation and would like to request a trial date, you must submit the trial request by Email to Info@UpperMarlboroMD.gov or within 20 days of issuance. Mail to: Town of Upper Marlboro P.O. Box 280, Upper Marlboro, MD 20773, or, deliver in person to the Town Hall at: 14211 School Lane, Upper Marlboro, MD 20772.
The Town will accept the POSTMARK date on the outside of the envelope as the official date of trial request. Trial requests made after 20 days cannot be processed by this office.
The District Court will mail you a court date within 3 weeks. If you haven’t received a court date within 3 weeks, please contact the Town Hall at 301-627-6905. Failure to appear (or pay) at your requested trial date will be considered a withdrawal of the trial request by this office, and the citation will be subject to the doubling/flagging schedule initially established by the original issuance date.

Citation Doubling: The fine for Town citations double if payment has not been postmarked or paid within 30 days of issuance. After 45 days, the vehicle registration on the citation is eligible to be “flagged” with the Maryland Vehicle Administration (MVA).

MVA Flagging Program: When a vehicle is flagged, it means that your tags cannot be renewed until the total fine has been paid. The Town charges a $20 flagging fee, in addition to the MVA’s $30 associated flag fee (which must be paid separately and directly to the MVA). The MVA will not accept payments for a Town flagging fee or citation fine.

Vehicle Release Fee: If your vehicle was impounded by the Upper Marlboro Police Department you need to come to the Town Office to pick up a vehicle release to take to the towing company. There is a $50.00 fee for vehicle releases. We accept cash, credit card, or money orders.

The Town accepts credit card payments in person at the Town Hall, 14211 School Lane, Upper Marlboro, MD 20772 from Monday through Friday 9 AM to 5 PM. The Town also accepts in-person payments with check, money order or cash. Citations can be paid via mail with a check or money order. The Town accepts the postmark date as the payment date for mailed payments. There is a $25.00 returned check fee if the bank does not accept your check for any reason. Credit card payments are charged a 3.5% processing fee of the total amount due at time of payment.
