Finance & Taxes

The mission of the Town of Upper Marlboro's  Finance & Accounting  Department  is to manage the fiscal affairs of the Town and to provide effective decision-support for Town leaders as well as the various department directors and administrative staff. 

The director oversees long-range strategic financial planning and provides the Board of Town Commissioners, Town departments, and the public with timely and accurate financial information while assuring clarity and accountability.

REAL PROPERTY TAX

All real property in the State of Maryland is assessed by the State Department of Assessments & Taxation (“SDAT”) on a triennial basis. Since October 1, 2000, the taxable assessment is 100% of full value. Prince George’s County has its own assessment office in our Town of Upper Marlboro. The Town’s real property tax rate is set annually by the Board of Commissioners as part of the adopted budget for the succeeding fiscal year (July 1 begins fiscal year). The Town has two classifications for real property tax rates, residential and commercial:

  • The residential real property tax rate for the current fiscal year is 24.00 cents per $100 of assessed valuation.
  • The commercial real property tax rate for the current fiscal year is 52.00 cents per $100 of assessed valuation

 Prince George’s County collects all real property taxes for the Town of Upper Marlboro as part of the County’s consolidated tax bill, issued annually on July 1. For property owners within the corporate limits of the Town, tax relief is provided in the form of a “tax differential”. This is a reduction in the County tax rate for services provided by the Town, which are not required to be provided by Prince George’s County. In addition, owner-occupied properties receive the benefit of the “homestead tax credit” which limits assessment increases each year to specified percentages (Town 4%, County 0%, State 10%).

PERSONAL PROPERTY TAX

Town business personal property tax is assessed annually, based on assessments provided by the State Department of Assessments & Taxation (“SDAT”). Businesses internal assets such as; furniture, fixtures, machinery, equipment, inventory and etc. are valued as of January 1 on an annual report and business personal property tax return filed with SDAT; assessment and billing take place during the following fiscal year (July 1 begins fiscal year). The Town bills and collects its own business personal property taxes. The business personal property tax rate is set annually by the Board of Commissioners as part of the adopted budget for the succeeding fiscal year; the current business personal property tax rate is 45.00 cents per $100 of assessed valuation.
